2008 Farm Bill information & interpretation from the OSU Ag Economists!

Carl Zulauf has prepared 3 brief publications for our department series analyzing different aspects of the recently signed farm bill.  You can access them directly at this point by using the links below.  Carl has prepared a host of publications related to the different parts of the debate of the bill over the past 6 months.  Those can all be accessed by clicking the “My Publications” button on the left side of his personal home page (http://aede.osu.edu/people/zulauf.1). For those who are interested, plans are underway to provide addional briefings on the farm bill for Extension personnel over the next month.   It’s worth noting that Carl authored the original plan that led to significant program changes in this year’s legislation.

AEDE-RP-0106-08:  SELECTED Provisions of FOOD, CONSERVATION, AND ENERGY ACT OF 2008:  except Farm Income Support and risk management Programs
http://aede.osu.edu/resources/docs/pdf/F2FGX89R-HP3U-UTET-7F59BUSADZBG346W.pdf

http://aede.osu.edu/resources/docs/pdf/J2QIF808-OR3A-20GS-RT1CIID0JXDFJGJN.pdf

One of the earlier publications by Carl Zulauf goes into detail on the ACRE provision that he developed the basis for.  I know many of you are interested in this major change and may have already read this but wanted to remind you of the link.  Carl will offer more interpretation in the upcoming briefings.

ALSO

Several of us in West Central Ohio have re-started the West Central Ohio Crop & Weather report for crop, pest and weather related issues affecting crops producers in Auglaize, Champaign, Clark, Darke, Logan, Mercer and Miami Counties. We'll update this regularly to provide insight on local crop specific concerns. This is an additional service of the OSU Extension Agronomic Crops Team and the C.O.R.N. newsletter.

Asian Soybean Rust Update (16Apr08)

We had no ASR in Ohio last fall, even though it was found around us. There is minimal buildup yet this spring on kudzu in the southeast US. This year Mexico is part of the monitoring system for rust - in case ASR comes into Ohio from the southwest track. Plant pathologists are also watching the southeast pathway that may bring rust into Ohio. Champaign County is once again a sentinel plot site for the network - we received updated training just last week.

See the USDA website for the Soybean Disease and Insect updates throughout the cropping season.

Lease Agreements?

The Midwest Plan Service offers free examples of leasing agreements for farm land, buildings, and pastures.  These were developed by farm management specialists from North Central Land Grant Universities.

This is the web site: http://www.public.iastate.edu/~mwps_dis/mwps_web/leases.html
These forms provide owners and renters with a guide for developing an agreement to fit their situation. However, they are not intended to take the place of competent legal advice pertaining to contractual relationships between two parties.  The Midwest Plan Service has many other resources as well, (publications about ag. engineering, building design, air quality, manure management, agribusiness, tillage, and grain handling),  the main web site is: http://www.mwps.org

The Ohio State University Extension web site called Ohioline includes a series of fact sheets about farm rents and leasing, http://ohioline.osu.edu/fr-fact/index.html . Topics include cash and share rental of land, tax and legal considerations, an agreement checklist, building rental, and one about tenant and landlord relations.
